Someone once said that curriculum development is not something done to teachers but through and with them. This has the implication that teachers should have appropriate skills and knowledge to be able to make a contribution to curriculum development. When one
reflects on the role of the teacher as curriculum developer, the whole issue of teacher participation and freedom, as well as democracy in the class-room, comes to the fore. In order to optimize the teaching-learning situation in the class-room, teachers should be
empowered in regard to the whole process of curriculum development. Empowerment does not mean unrestrained and unstructured actions but in fact wishes to increase the learning outcomes and other experiences which flow from it and to contribute towards the
developing of the learner's full potential.
