The relationship of a structure to its surroundings is fundamental to
engineering requirements and design cohesion. A value system is also conveyed
by both structure and surroundings. In addition, the component materials
used convey visual and tactile meaning. When water is included as a design
element, it becomes an essential ingredient and even the quality of the water
must be taken into account. An appreciation of the water amenity will reinforce
a concern for natural water forms, such as streams, rivers and oceans and the
life-support system that they provide. Respect for water from an architectural
point of view confirms man's essential responsibility for the ecological functions
that water fulfils.
